Shadow Ball – Ghost – Special – base attack power 80 – base accuracy 100% – base pp 15
Shadow Ball deals damage and has a 20% chance of lowering the target’s Special Defense.
These two attacks are almost identical except for their added effect; Dark Pulse has a chance of making the opponent flinch, while Shadow Ball can lower the opponent’s Special Defense.
However, if you give your Umbreon a King’s Rock or a Razor Fang, Shadow Ball will have a chance of either or both of those added effects. So, in answer to your question, yes, Shadow Ball is a good substitute, and is actually better if your Pokemon holds an item that might cause flinching, as mentioned above.
